Abstract

Kawasan Central Bussines Distric Kabupaten Jembrana merupakan kawasan dengan tarikan tertinggi yaitu sebesar 32.271 trip/hari dengan 83% didominasi oleh kendaraan pribadi (mobil dan sepeda motor) pada tahun 2021. Penggunaan kendaraan pribadi serta pergerakan yang tinggi menuju kawasan ini tentunya berpengaruh terhadap kebutuhan ruang parkir yang harus disediakan. Penambahan ruang parkir secara terus menerus bukan hal efektif untuk mengatasi permasalahan permintaan kebutuhan ruang parkir maka perlu adanya kebijakan untuk menekan permintaan terhadap ruang parkir dan perlu sistem untuk memudahkan monitoring kegiatan transaksi. Dalam penelitian ini yang dilakukan adalah menganalisa persepsi masyarakat mengenai penerapan tarif parkirnprogresif dan sistem elektronik parkir kemudian menganalisa probabilitas masyarakat dengan kondisi optimis dan pesimis terhadap skenario tarif progresif yang ditawarkan lalu dilakukan analisa terhadap kinerja lalu lintas akibat penerapan tarif progresif. Dari hasil analisis yang telah dilakukan maka didapat 64% pengguna fasilitas parkir setuju dengan penerapan tarif progresif dan sebesar 45% pengguna memilih elektronik parkir dengan sistem aplikasi android dengan rekomendasi tarif optimis yaitu tarif awal sebesar untuk roda 2 sebesar Rp.4000,- meningkat Rp.2000,- dan untuk roda 4 sebesar Rp.8000,- meningkat Rp. 4000,- setiap 45 menit yang menghasilkan tundaan 37,67 detik sedangkan rekomendasi tarif pesimis yaitu tarif awal untuk roda 2 sebesar Rp.4.000,- meningkat Rp.4000,- dan untuk roda 4 sebesar Rp.8000,- meningkat Rp.8000,- setiap 30 menit yang menghasilkan tundaan rata – rata 36,54 detik.
