Abstract

The amount of passenger of Kualanamu Airport Railink in 2018 – 2021 has been decreasing significantly for about minus 68%. In order to increase the passenger of Kualanamu Airport Railink, it is necessary to build new railroad relations which is depanding on the highest internal and external of land transportation costs rather than Airport Railink costs, and the potential demand for passengers using Kualanamu Airport Railink from/to Tebing Tinggi. The expansion of the new Airport Railway relation to Tebing Tinggi requires analytical studies on passenger demand potential, ATP and WTP analysis, SWOT analysis, tariff calculations, facility requirements, travel time calculations, minimum headway calculations, and traffic capacity calculations. The resulting of this paper concentrates on Railway Travel Graph (RTG). Those analysis show that a projected demand for 105 to 21.137 passengers per day during the 2024 – 2037 period. According to the amount of passengers demand, the airport train fare aligns with the respondents ATP and WTP of Rp150.000 – Rp199.900. This increasing of passenger demand is supported by Airport Railink services, which offer a travel time for about 50 minutes and 30 minutes of minimum headway. Furthermore, Kualanamu Airport Railink services offer integrated feeder transportation and fixed schedule that corresponds with the coverage time between Kualanamu Airport Railink schedule and flight schedule. Based on the results of the analysis, 1 trainset is ready for operation (SO) which is required to accommodate travel needs. Accordingly, the operating pattern for the Tebing Tinggi – Kualanamu Airport Ralink has been designed based on traffic capacity analysis and the amount of passenger predictions at new relation in the first concept. This Airport Railink will operate 6 times per day.
