Abstract

Indonesia, a tropical country with extreme weather changes, has a high potential for natural disasters in several regions, one of which is Bekasi Regency. Natural disasters that occur in an area can disrupt transportation activities, so it is necessary to implement emergency response to minimize the adverse effects that occur. Therefore, this research was made to analyze the regulations related to the implementation of disaster emergency response and their implementation of events that have occurred in the flood in Lemahabang - Kedunggedeh in 2021. There are regulations governing train operational disruptions, namely the Decree of the Board of Directors of PT Kereta Api Indonesia Number: KEP.U/LL.507/VII/2/KA-2015 concerning Standard Operating Procedures for Handling Emergency Conditions in the Station Area, Depot, Yasa Hall and in Railway Travel. An analysis is carried out regarding the suitability of the Decree of the Board of Directors of PT KAI with the regulations that have previously existed. After being analyzed with existing regulations, then an analysis of its application to the handling of emergency conditions for floods that occurred in 2021. After the analysis, it can be concluded that the Decree of the Board of Directors of PT Kereta Api Indonesia Number: KEP.U/LL.507/VII/2/KA-2015 concerning Standard Operating Procedures for Handling Emergency Conditions in the Station, Depot, Balai Yasa and Train Travel Areas is in accordance with the regulations.
