Abstract
To improve the performance of public transport, evaluations are carried out, one of which is evaluating service performance. The low level of comfort of public transportation services has an impact on decreasing public interest so that the load factor becomes low and the imbalance in the number of fleets in operation causes an imbalance in operator income with daily vehicle operating costs, causing losses for operators. The method used to find appropriate fleet needs as an effort to improve rural transportation performance uses Load Factor Break Even Point with recommendations for solving problems using a rolling system. From the improvement efforts that have been made, it was found that the optimal number of fleets operating for all routes and the increase in service performance has an impact on revenue generation and vehicle operational costs per day, but operators still experience profits because income exceeds the vehicle operational costs incurred.
