Abstract

Bintan Regency is one of the regencies that implements full subsidies for its school transportation. Bintan Utara is the most populous district in Bintan Regency. It becomes the Central Business District (CBD) that operates 7 fleets of school transportation in one departure period/shift for both Senior High School students and Junior High School students. These fleets only operate once per cycle, with the first trip being operated in the morning shift and the second trip in the afternoon shift when students go back home from their school. However, there are 5.285 students in this district so that such limited school transports can hardly accommodate all of them effectively. As a result, 50,8% of the students choose to use their private vehicles such as motorbikes to go to their school. In addition, there are several schools in this district that are not traversed by the school bus route. There is even one route that has a travel time of more than 1 hour. This is considered less effective for the operation of a school transportation which should have a proper operating system based on the students’ schedule. Thus, school transportation in this district requires arrangements in the form of additional fleets, route arrangements, and determining the operating schedule based on its existing characteristics. By arranging the school transportation, it is expected to be able to support the students in Bintan Regency to achieve their respective educational goals effectively.
