Abstract

The Ciroyom Market area is a commercial area comprising trade centres, services and educational establishments. Accordingly, the attraction of this area is considerable. Furthermore, the presence of high-side obstacles, resulting from the absence of an organized street vendor and parking arrangement on the road, has led to a reduction in the effective width of the road. It is therefore necessary to implement traffic engineering management in order to optimise traffic flow and ensure the efficient use of road space in accordance with its capacity. The purpose of this research is to find out how effective traffic engineering management is in handling traffic. This research is a descriptive quantitative study based on calculations according to the Indonesian Road Capacity Guidelines 2023 (PKJI 2023). The research includes an analysis of the performance of the road section, an analysis of the performance of the intersection, an analysis of the road network, an analysis of parking, and an analysis of pedestrians. The results of this study show that after implementing traffic engineering management, including reducing side obstacles (through the arrangement of street vendors and parking), implementing a one-way system, relocating on-street parking to off-street parking, and designing pedestrian infrastructure, obtained the average delay is 11.87 sec/smp, with a network speed of 40.70 km/h, a total distance travelled of 6982.96 vehicle-kilometers, and a total travel time of 171.55 vehicle-hours. In order to accommodate the off-street parking requirements of this area, it is necessary to allocate 69 SRP cars and 195 SRP motorcycles. Furthermore, the installation of pedestrian facilities, comprising sidewalks and pelican crossings, is required on Jalan Rajawali Timur II, Jalan Rajawali Timur III, and Jalan Arjuna III.
