Abstract
Kepanjen is one of the 33 sub-districts in Malang Regency. The total area of Kepanjen District is around 46.25 km2 or around 1.55 percent of the total area of Malang Regency. One place that has quite a high travel attraction is the Kepanjen Market Area which is a CBD (Central Business District) area, with a main market area of 15,403 m2 and an animal market area of 3,282 m2. In this area, there are side obstacles in the form of inappropriate parking, such as parking on national roads. The existence of on-street parking along Jalan Ahmad Yani 2 in the Kepanjen market area causes problems because it operates inappropriately, considering that the status of Jalan Ahmad Yani 2 is a national road. The high level of side barriers in this area is proven by data from 91 street vendors selling in the east direction and 52 stalls in the north direction occupying the road around the Kepanjen market. With so many street vendors occupying the roadside around the market, drivers are attracted to buying merchandise from street vendors, so drivers park their vehicles right in front of the street vendors' stalls. This research aims to improve the performance of roads in the Kepanjen Market area by arranging on-street parking and handling street vendor problems. This area often experiences traffic jams caused by high parking activity on the road and the large number of street vendors selling on the side of the road. The methods used in this research include traffic surveys, road performance analysis, and re-planning of parking layouts and area arrangements for street vendors. Data was obtained from direct observation and traffic surveys in the field. The analysis was carried out using a traffic simulation model to identify the main problems and test the effectiveness of various parking arrangement and street vendor relocation scenarios. After conducting research and arranging parking using several scenarios in the market area, it was obtained that the number of parking lots was 153 SRP (motorbikes) and 18 SRP (four-wheeled vehicles/cars) on Jalan Banurejo 1 using a 60º angle. By implementing parking arrangements, it has an impact on changes in the performance of the road network, such as speed from 24.99 km/hour to 33.00 km/hour, total travel time from 60.01 vehicle-km to 28.59 vehicle-hour. The research results show that a more organized parking arrangement and arrangement of street vendor areas can reduce the length of vehicle queues, increase the average traffic speed, and reduce congestion.
