Abstract
Indonesia, the largest archipelago with 17,504 islands and a sea area of 7.9 million km², relies heavily on maritime transportation, especially in East Nusa Tenggara Province, which has 1,192 islands. The Kupang - Rote crossing route, connecting Bolok Port in Kupang with Baru Port on Rote Island, is a crucial path for mobility and tourism. This study evaluates the minimum service standards (SPM) on the KMP Garda Maritim 3, one of the operators of this route. The results indicate that several facilities do not meet the standards set by the Minister of Transportation Regulation No. 62 of 2019 on Minimum Service Standards for Ferry Transportation, such as stretchers and wheelchairs, affecting passenger satisfaction. The main recommendation is to improve facilities to meet standards to enhance passenger safety and satisfaction. Keywords: Minimal Service Standards. Ferry Transport. Importance Performance Analysis.
