Abstract

The roads in Cilegon City are passed by various types of vehicles, one of which is goods transport vehicles. There is damage to roads such as Jalan Raya Merak, Raya Anyer, South Ring Road where more than 50% of road users are goods transport vehicles. This can result in damage to road sections passed by goods transport vehicles. Apart from goods transport crossing the road, road damage can be caused by goods transport vehicles parked on the shoulder of the road. Parking of goods on the shoulder of the road violates traffic regulations and also disrupts traffic order. This has an influence on the performance of the road section. On the Merak Atas Toll Alternative Road, there is a decrease in average speed from the planned speed of the road section which is more than 60 km/hour. The decline in the performance of this road section is caused by parking turnover on the road shoulder of goods transport vehicles which have high speed, and the dimensions of the vehicles are high and wide. Because Cilegon City does not yet have a motor vehicle weighing implementation unit (UPPKB) which functions to supervise, take action and record goods transport loads, this can trigger the impact of goods transport vehicles experiencing ODOL (Over Dimension Over Load) traveling without any load reduction measures or sanctions. provided by the Regional Transportation Management Agency (BPTD). Because the location of the UPPKB in Banten Province is quite far, this has resulted in goods transport experiencing ODOL across Cilegon City. There are 308 goods transport vehicles experiencing ODOL.
