Abstract

Railway human resources are one of the vital and strategic factors in rail transportation. For this reason, railway human resources must have certain qualifications and competencies in accordance with their respective fields. Competencies need to receive deep attention considering that railway operations require specific skills and expertise. The skills and expertise possessed by human resources need to be ensured in order to ensure that their qualifications are in accordance with the needs. Rail transportation carried out by incompetent human resources can threaten the safety and security of the railway. The Railway Testing Center is a Technical Implementation Unit within the Ministry of Transportation which is under and responsible to the Director General of Railways. The Railway Testing Center has the task of carrying out testing of railway infrastructure, facilities, and human resources. The current condition is that the number of assessors owned by the Railway Testing Center is only three people, while the number of railway human resources to be tested has increased every year.
