Abstract

ABSTRAK Jalan Raya Suramadu merupakan Jalan Arteri yang terletak di Kabupaten Bangkalan dengan salah satu jumlah kecelakaan tertinggi berdasarkan Laporan Umum Tim PKL Kabupaten Bangkalan 2022 dengan 41 kejadian kecelakaan, dengan korban meninggal dunia sebanyak 26 orang, luka berat sebanyak 19 orang dan korban luka ringan sebanyak 42 orang pada tahun 2017- 2021. Tujuan penelitian ini adalah untuk memberikan rekomendasi penanganan untuk mengatasi permasalahan kecelakaan lalu lintas dan meningkatkan tingkat keselamatan lalu lintas pada jalan tersebut. Analisis yang digunakan pada penelitian ini antara lain analisis data kecelakaan, analisis berdasarkan faktor penyebab kecelakaan, analisis kecepatan sesaat dan persentil 85, analisis jarak pandang henti, analisis hirrarc dan analisis pengadaan fasilitas keselamatan. Yang lokasi kejadian terbagi menjadi tiga segmen. Segmen dengan tingkat kecelakaan tertinggi pada Jalan Raya Suramadu yakni segmen 3. Faktor Penyebab kecelakaan tertinggi pada segmen 3 disebabkan karena perilaku manusia yang mengemudikan kendaraannya dengan kecepatan tinggi yang diperkuat dengan hasil kecepatan sesaat jalan ini yang sudah melebihi batas rencana jalan sebesar 60 km/jam. Diperparah oleh karakterisitik segmen jalan 3 yang lurus sehingga mengakibatkan pengendara terlena yang akan memperbesar risiko kecelakaan. Rekomendasi dan penanganan yang diberikan disesuaikan dengan faktor penyebab kecelakaan dan analisis yang diantaranya ialah perlu dilakukannya manajemen kecepatan pada daerah rawan kecelakaan yaitu dengan adanya manajemen batas kecepatan bagi pengemudi melalui rambu batas kecepatan. Dan Perlu dilakukan sosialisasi, kampanye, pelatihan, serta pengawasan dan penertiban taat berlalu lintas oleh pihak terkait kepada masyarakat umum, murid sekolah, dan instansi–instansi yang berada di Kabupaten Bangkalan guna menekan angka kecelakaan yang ada pada ruas jalan raya Suramadu. KATA KUNCI : Persentil 85, Segmen, Keselamatan, kecelakaan ABSTRACT Suramadu is an arterial road located in Bangkalan Regency with one of the highest number of accidents based on the 2022 General Report of the PKL Team of Bangkalan Regency with 41 incident of acciddents, with 26 people died, 19 people were seriously injured and 42 people were lightly injured in 2017-2021. The purpose of this study is to provide recommendations for handling to overcome traffic accident problems and increase the level of traffic safety on these roads. The analyzes used in this study include analysis of accident data, analysis based on the causal factors of the accident, analysis of instantaneous speed and 85th percentile, analysis of stopping sight distance, analysis of hirrarc and analysis of procurement of safety facilities. The scene of the incident is divided into three segments. The segment with the highest accident rate is on Jalan Raya Suramadu, namely segment 3. Factors causing the highest accidents in segment 3 are due to human behavior driving their vehicles at high speeds which is reinforced by the results of the instantaneous speed of this road which has exceeded the road plan limit of 60 km/hour. This is exacerbated by the straight road segment 3 characteristics, causing drivers to get complacent which will increase the risk of an accident. The recommendations and treatment provided are adjusted to the factors that cause accidents and analysis, which includes the need for speed management in accident-prone areas, namely the existence of speed limit management for drivers through speed limit signs. And it is necessary to carry out socialization, campaigns, training, as well as monitoring and controlling traffic obedience by related parties to the general public, school students, and agencies in Bangkalan Regency to reduce the number of accidents on the Suramadu highway.
