Abstract

Abstract Urban transport tariffs in Bogor City have a problem, namely that there is a deviation in tariffs between tariffs in field conditions and tariffs in the Decree of the Mayor of Bogor Number 551.2/KEP.280-DISHUB/2022. This results in conflict between operators and service users because this only benefits one party. This research aims to evaluate urban transportation tariffs in Bogor City with a focus on two routes, namely Routes 09AK and 15AP. This research analysis uses a calculation method based on vehicle operational costs, ability to pay and willingness to pay. The results of data analysis show that the tariff based on Vehicle Operating Costs (BOK) is RP. 7,448 for route 09AK and Rp. 7,641 for Route 15AP, based on Ability To Pay (ATP) of Rp. 5,049, based on Willingness To Pay (WTP) of Rp. 4,124 for both routes. The government needs to provide subsidies for passengers to be able to pay according to their ability and issue a policy of rerouting urban transportation if a location has a low load factor by shortening the route distance so that tariffs are based on low operational costs. Keywords: Tarif, BOK, Ability To Pay, Willingness To Pay Abstrak Tarif angkutan perkotaan di Kota Bogor memiliki permasalahan yaitu terdapat deviasi tarif antara tarif pada kondisi lapangan dengan tarif pada SK Walikota Bogor Nomor 551.2/KEP.280-DISHUB/2022. Hal ini mengakibatkan konflik antara operator dan pengguna jasa karena hal tersebut hanya menguntungkan salah satu pihak saja. Penelitian ini bertujuan untuk mengevalu asi tarif angkutan perkotaan di Kota Bogor dengan fokus pada dua trayek, yaitu Trayek 09AK dan 15AP. Analisis penelitian ini menggunakan metode perhitungan berdasarkan biaya operasional kendaraan, kemampuan membayar (Ability To Pay) dan kemauan membayar (Willingness To Pay). Hasil analisis data menunjukkan tarif berdasarkan Biaya Operasional Kendaraan (BOK) sebesar Rp. 7.448 untuk trayek 09AK dan Rp. 7.641 untuk Trayek 15AP, berdasarkan Ability To Pay (ATP) sebesar Rp. 5.049, berdasarkan Willingness To Pay (WTP) sebesar Rp. 4.124 untuk kedua trayek tersebut. Pemerintah perlu memberikan subsidi untuk penumpang agar mampu membayar sesuai kemampuannya dan mengeluarkan kebijakan Rerouting angkutan perkotaan apabila pada suatu Lokasi memiliki load factor yang rendah dengan memperpendek jarak rute sehingga tarif berdasarkan biaya operasional rendah.
