Abstract
ABSTRACT Transportation is the main support for the movement of people and goods. One means of transportation that is relatively affordable is public transportation. Public transportation itself is divided into on-route transportation and off-route transportation. Within a Regency area there is usually rural transportation which has routes between areas within the sub-district. Situbondo Regency is one of the regencies in East Java Province which is located on the Pantura route which connects West Java to East Java. Because it is located almost at the eastern tip of the island of Java, Situbondo Regency is also a connecting road to the island of Bali. The population increase in Situbondo Regency occurs every year. Based on data from the Population and Civil Registration Service of Situbondo Regency in 2023, the population of Situbondo Regency in 2022 was 673,102 people and in 2023 the population increased to 684,343 people. As the population increases, the need for transportation increases. This causes the use of private vehicles to increase because they are considered faster and more comfortable. Situbondo Regency has 2 rural transport routes which are currently still operating but have few passengers due to the lack of public interest in using public transport. Rural transport in Situbondo Regency has also experienced a decline in the level of service performance. The load factor for rural transportation is still below standard, namely 63%, currently causing a lack of operator income. Apart from that, the condition of rural transportation which has quite old vehicles causes discomfort for passengers, where the average vehicle age is more than 15 years. For example, route 1 has an average vehicle age of 18 years, so this is also one of the factors causing the decline in public interest in using rural transportation.
