Abstract

Population growth in Padalarang – Bandung causes an increase in the number of people using private vehicles and people are less enthusiastic about using public transportation. This is because the quality and level of service is not good so they prefer to use private vehicles. The increased mobility of this community movement creates problems on the highway such as congestion due to the effectiveness of less than maximum transport capacity. One way to unravel the congestion is to operate Electric Rail Trains (KRL) in the Padalarang – Bandung crossing in accordance with the 2030 National Railway Master Plan (Ripnas) and the Strategic Plan (Renstra) BTP Class I Bandung. One of the things that needs to be considered in the operation plan is the purchasing power of users, namely Ability to Pay (ATP) and Willingness to Pay (WTP). This study aims to assess how much affordability and willingness to buy prospective KRL users based on ATP and WTP and determine the relationship between ATP and WTP. This research was conducted by distributing questionnaires to 558 respondents who were at Station of Padalarang – Bandung. The research method used to calculate ATP is individual travel cost and WTP calculation using cumulative frequency distribution method. Based on the results of the study, the resulting ATP is Rp9.020 and the calculation of WTP is Rp5.134. Thus, the intersection value of Rp5.438 is obtained as a recommendation tariff accompanied by adjustments to the quality of service offered in order to increase the willingness to pay for the Bandung Raya KRL.
