Abstract

In carrying out urban transportation operations, it is necessary to determine tariffs for service users. Determination of a good tariff must be adjusted from three perspectives, both from the operator side (related to the costs incurred for the operation of public transportation), the user side (related to the ability and willingness of the community to pay the cost of public transportation services) and the regulator (the government related to public transportation policies). for the community). The method used in this study is a calculation based on Vehicle Operational Costs (VOC) to find out the appropriate tariff from the operator's side, calculations based on Ability to Pay (ATP) and Willingness to Pay (WTP) to find out what the appropriate tariff is in terms of users. Based on the analysis that has been done, the ideal tariff proposal can be given by averaging the 5 (five) types of existing tariffs, namely the calculation of tariffs based on existing conditions, VOC, ATP, WTP and based on the Decree of the Mayor of Palu Number 551.2/361/DISHUB/2017. Where after the calculation of this tariff is in accordance with the rate set by the government (regulator). The proposal of this research is that the evaluation of urban transportation tariffs in Palu City is expected to be carried out in the LLAJ Forum to determine appropriate and balanced tariffs from all three sides (operators, users and regulators).
