Abstract
Tingginya pergerakan menuju Kawasan CBD Kota Tasikmalaya akibat penggunaan angkutan pribadi menyebabkan aktivitas lalu lintas yang fluktuatif pada akses menuju kawasan tersebut terutama pada ruas jalan dan simpang, sehingga menimbulkan kemacetan. Jumlah perjalanan menuju Kawasan CBD sebesar 80.775 perjalanan/hari ditunjang dengan pemilihan moda sebesar 90% dengan angkutan pribadi. Penggunaan Angkutan Umum menuju Kawasan CBD hanya sebesar 4% padahal aktivitas pelayanan Angkutan Umum masih beroperasi. Namun, pelayanan Angkutan Umum masih belum maksimal, sehingga menurunkan minat masyarakat untuk menggunakan Angkutan Umum. Penelitian ini dilakukan untuk merancang usulan kebijakan dalam meningkatkan penggunaan Angkutan Umum menuju Kawasan CBD di Kota Tasikmalaya berdasarkan hasil analisis karakteristik pemilihan moda masyarakat dengan menggunakan metode Regresi Logistik Biner melalui simulasi perubahan variabel model yang dibentuk menjadi skenario. Model kebijakan Angkutan Umum yang didapatkan dari hasil penelitian berdasarkan analisis regresi logistik adalah sebagai berikut: Ln(PAU/PAP)= 7,041 - 0,391X1 - 1,834X2 - 1,305X3 - 0,655X4 - 5,603X5 - 2,324X6 + 2,357X7 + 0,593X8 - 0,274X9 + 0,518X11 + 0,74X12 + 0,64X13 Variabel yang mempengaruhi peningkatan pemilihan moda secara positif pada model ditunjukkan oleh variabel waktu tempuh (X7), maksud perjalanan (X8) dan aspek pelayanan Angkutan Umum meliputi tingkat keamanan Angkutan Umum (X11), tingkat keselamatan Angkutan Umum (X12) dan tingkat kenyamanan Angkutan Umum (X13) dengan ketepatan klasifikasi model yang dihasilkan sebesar 93,9%. Probabilitas Angkutan Umum eksisting berdasarkan model sebesar 3,12%. Akan tetapi apabila dilakukan upaya perubahan terhadap aspek pelayanan Angkutan Umum ysng meliputi: keamanan, keselamatan dan kenyamanan Angkutan Umum sebagai skenario kebijakan yang dibentuk berdasarkan hasil model meningkatkan kecenderungan penggunaan Angkutan Umum sebesar 82,04%. The high of trip attraction towards the Central Business District (CBD) of Tasikmalaya City due to the usage of private transportation, has resulted in fluctuating traffic activity on the access routes to this area, especially on the road segments and intersections, leading to traffic congestion. The number of trips attraction to the CBD area amounts to 80,775 trips per day, with 90% being facilitated by private transportation choices. Public transportation usage to the CBD area is only at 4%, even though public transportation services are still in operation. However, the quality of public transportation services has not reached its maximum potential, thus reducing the usage of public transportation. This research is conducted to propose policy recommendations, aimed at increasing the use of public transportation to the CBD area in Tasikmalaya City based on the analysis of the characteristics of mode choice using the Binary Logistic Regression method through simulating changes variables of model formed into scenarios. The public transportation policy model obtained from the research, based on logistic regression analysis, is as follows: Ln(PAU/PAP)= 7,041 - 0,391X1 - 1,834X2 - 1,305X3 - 0,655X4 - 5,603X5 - 2,324X6 + 2,357X7 + 0,593X8 - 0,274X9 + 0,518X11 + 0,74X12 + 0,64X13 The variables that positively influence mode choice improvement in the model are indicated by travel time (X7), travel purpose (X8), and aspects of Public Transportation services, including the safety level (X11), security level (X12) and comfort level of public transportation (X13), with a model classification accuracy is 93,9%. The probability of existing Public Transportation based on the model is 3,12%. However, if the aspects of Public Transportation services, including safety, security, and comfort are increased as a policy scenario based on the model will be changed the usage of Public Transportation by 82,04%.
