Abstract

Pertumbuhan industri di Kabupaten Pasuruan tiap tahun makin bertambah. Dampak dari pertumbuhan tersebut adalah semakin meningkatnya mobilitas angkutan barang di Kabupaten Pasuruan. Perlu adanya pengetahuan mengenai dampak kerusakan yang diakibatkan angkutan barang agar umur pakai jalan sesuai dengan rencana. Jalan yang dimiliki Kabupaten Pasuruan adalah jalan kelas III. Menurut UU No. 22 Tahun 2009 Tentang LLAJ, jalan kelas III dapat menerima beban sumbu terberat sebesar 8 ton. Untuk itu dilaksanakan penelitian terkait beban sumbu kendaraan angkutan barang. Metode survei yang digunakan dalam penelitian ini adalah survei traffic counting, survei inventaris jalan, survei kondisi jalan dan penimbangan kendaraan pada wilayah penelitian agar diketahui seberapa berpengaruh beban sumbu angkutan barang pada jalan kelas III setelah melalui pengolahan data. Teknik analisis yang digunakan, antaranya metode cluster hierarki, damage factor dan surface distress index. Kenyataan dilapangan menunjukkan banyak terjadi pelanggaran terkait spesifikasi teknis dan berat kendaraan serta pada beberapa segmen jalan terjadi kerusakan berupa retak, lubang dan bekas roda yang cukup parah. Data yang telah dikumpulkan diharapkan dapat digunakan sebagai rekomendasi dalam pembuatan kebijakan terkait angkutan barang di Kabupaten Pasuruan khususnya pada Ruas Jalan Warungdowo – Ngempit sampai Ruas Jalan Tambakrejo – Ngempit yang menjadi studi kasus dalam penelitian ini. Kata Kunci : Angkutan Barang, kelas jalan, Damage Factor Industrial growth in Pasuruan Regency is increasing every year. The impact of this growth is the increasing mobility of goods transport in Pasuruan Regency. There needs to be knowledge about the impact of damage caused by goods transportation so that the service life of the road is according to plan. The roads owned by Pasuruan Regency are third class road. According to Law no. 22 of 2009 Regarding LLAJ, class III roads can accept the heaviest axle load of 8 tons. For this reason, research was carried out regarding the axle load of goods transport vehicles. The survey methods used in this research are traffic counting surveys, road inventory surveys, road condition surveys and vehicle weighing in the research area to find out how much influence the axle load of goods transport has on third class road after going through data processing. The analysis techniques used include the hierarchical cluster method, damage factor and surface distress index. The reality on the ground shows that there are many violations related to the technical specifications and weight of vehicles and on several road segments there is quite serious damage in the form of cracks, holes and ruts. It is hoped that the data that has been collected can be used as recommendations in making policies related to goods transportation in Pasuruan Regency, especially on the Warungdowo - Ngempit Road section to the Tambakrejo - Ngempit Road section which is the case study in this research.
