Abstract

With the increase in the average number of passengers and vehicles from 2020 to 2023, it is expected that ferry transportation at KMP Tao Toba Ajibata Ferry Port will provide services to users in accordance with the Minister of Transportation Regulation Number 62 of 2019 concerning Minimum Service Standards for Ferry Transportation. However, observations on KMP Tao Toba I show that there are still services that do not meet the minimum service standards. This study uses a quantitative approach with a descriptive analysis method. The analysis technique involves evaluating the level of service compliance based on minimum service standards, the IPA method, Service Quality, and analysis of priority service needs. Based on the analysis results, it can be concluded that the percentage of service compliance is 61.69%. There are 8 attributes identified as priority service needs that require immediate improvement. These include the availability of safety facilities (life jackets, sprinklers, evacuation instructions, evacuation assembly points), availability of vehicle loading safety facilities (evacuation route instructions, lashing tools), information on safety and health facilities, a minimum distance of 60 cm between one side of the vehicle, a distance of 30 cm between the front and rear of each vehicle, availability of passenger seating with a minimum size of 50 cm x 50 cm, stair width of at least 100 cm and for vehicles whose sides are adjacent to the ship's wall, a distance of 60 cm calculated from the inner wall layer or the outer side of the frames.
