Abstract

Merak Crossing Port stands as one of Indonesia's busiest ferry ports, connecting Java Island to Sumatra Island. The Executive Pier at Merak Crossing Port caters to passenger and vehicle crossings, adhering to higher service standards compared to regular piers. An evaluation of the port's performance and service delivery was conducted by assessing key indicators, including ship operation patterns, pier performance, and the alignment and weighting of service standards provided to ferry users against the provisions of Minister of Transportation Regulation No. PM. 62 of 2019 concerning Minimum Service Standards for Ferry Transportation and Regulation of the Director General of Land Transportation No. KP.5062/AP005/DRDJ/2020 on Guidelines for Assessing the Implementation of Service Standards. The analysis revealed that the average Berth Occupancy Ratio (BOR) from 2019 to 2023 ranged between 52% and 81%. Based on recommendations from the United Nations Conference on Trade and Development (UNCTAD), the optimal BOR limit for a single-berth pier is 40%. The study concludes that standardizing ship characteristics, adding a new executive pier to maintain pier performance, and repairing/maintaining certain ship berthing facilities are crucial to uphold the quality of port service standards in accordance with applicable regulations.
