Abstract

Lake port of KMP Tao Toba in Ajibata is a special port that serves a 5.6 mile crossing route for 12 departure trips of 2 (two) registered ships: KMP Tao Toba I and KMP Tao Toba II. Of those two ships, KMP Tao Toba I has been docking for a year, however based on the observation in practice, there are still some services not in lines with the regulation of the Minister of Transportation No. 62 of 2019 related to the Minimum Service Standards of Ferry Transportation. This kind of not-so-good service, in turn, affects the users satisfaction that demands a specific identification in accordance with the main priority services and the decision of an optimal ship operational pattern in the lake port of KMP Tao Toba in Ajibata. The analysis method utilized in this research is suitability level analysis of KMP Tao Toba services based on the regulation of the Minister of Transportation No. 62 of 2019. The writer also conducted a need analysis of the main priority service based on the perception of service users through Validity and Reliability Test, Importance Performance Analysis, and GAP Analysis. These test and analysis assisted the writer to draw a plan of operating pattern for the next 5 years. The result of this research indicated that the suitability level of service of KMP Tao Toba I in accordance with the regulation of the Minister of Transportation No. 62 of 2019 is 61.69%. The writer also found 8 main priority attributes to be improved i.e., the availability of life facilities (life jacket, sprinkler, evacuation instruction, evacuation gathering point), the availability of vehicle loading safety facilities (evacuation route direction, lashing equipment), the information of safety and health information, the distance between one of the vehicle sides is at least 60 cm, the distance between the front and rear part of each vehicle is 30 cm, the availability of passenger seats with a minimum width of 50 cm and a length of 50 cm, the width of the stairs is at least 100 cm, for vehicles whose sides are adjacent to the ship’s wall, a distance of 60 cm is calculated from the inner wall layer or the outer side of the tusks on the ship (frame). The results of the analysis of the planning of operating patterns for the next 5 years showed that it was necessary to add 1 more ship, the trip frequency from 12 trips/ day should be added to 20 trips/ day, the ship's capacity should be 6 trips /day and the ship's operating time at the port should be increased to 960 minutes.
